The EU Deforestation Regulation (EUDR) is changing how timber and wood products are sourced for the European market.
For timber importers, distributors and commercial buyers, preparation requires more than choosing a certified supplier. Reliable information must connect every regulated product to its source.

What Does the EUDR Require?
Relevant timber products placed on or exported from the EU market must be:
- Deforestation-free and, for wood, free from prohibited forest degradation
- Produced in accordance with relevant laws in the country of origin
- Covered by the required due-diligence statement or simplified declaration
According to the European Commission, due diligence involves collecting information, assessing risk and mitigating any identified risk.
Products should only proceed when the responsible operator concludes that there is no risk, or only a negligible risk, of non-compliance.
What Should Timber Buyers Request?
Documentation requirements should be agreed with the supplier before an order enters production.
Product identification
Confirm the product description, commercial and scientific species names, quantity and relevant CN or customs code. The EUDR applies only to products within its defined scope, making correct classification essential.
Origin and geolocation
Documentation should identify the country of production and the geolocation of every plot from which the timber was harvested. The relevant production or harvest period should also be recorded.
Evidence of legality
Buyers should request evidence that harvesting and production complied with applicable laws in the country of origin, including relevant land-use, environmental, labour and human-rights requirements.
Deforestation-free evidence
The available information must support the conclusion that the timber complies with the EUDR’s deforestation and forest-degradation requirements.
Supply-chain traceability
Records should connect the source material to the supplier, finished product and commercial shipment. Species, quantities, origin information and certification claims must remain consistent across invoices, packing lists and supporting documents.
Due-diligence records must also be retained for the period required by the regulation.
Do FSC, PEFC and SVLK Replace EUDR Due Diligence?
No. EUDR is a regulatory framework, not a certification scheme.
FSC, PEFC and Indonesia’s SVLK system can provide valuable evidence of responsible sourcing, legal harvesting and supply-chain controls. However, certification does not automatically replace the information, risk assessment or declarations required under the EUDR.
FSC explains that its standards are strongly aligned with EUDR and can support operators and traders with traceability and risk management.
The EU operator placing a regulated product on the market nevertheless remains responsible for meeting its legal obligations. Certification should therefore be treated as supporting evidence within a complete due-diligence process.
